Caution: potential spoilers.

This came out I guess the year after Teenage Mutant Ninja Turtles, but it seems to be set much sooner after the first movie. The turtles are still living with April O'Neil (Paige Turco, replacing Judith Hoag from the original movie). They plan to find a new place to live, as they can't go back to their old lair in the sewers, since the Foot Clan know where that is. Of course, most of the Foot are in jail now, but some have managed to elude the police, including Shredder's second in command, Tatsu. And Shredder, who was thought killed at the end of the previous movie, turns out to have survived. (He's played by a different actor now I guess, but you never get to see his face, so it doesn't much matter.) Anyway, Shredder wants revenge on the turtles.

Meanwhile, there's a company called TGRI, which April did a news report on. They're cleaning up a site where they'd been dumping waste for years. The report prompts Splinter to reveal to the turtles that the ooze which had mutated them fifteen years ago had come from TGRI. At the same time, the bad guys find out about TGRI, and go there to steal the last canister of ooze, as well as kidnapping a scientist named Jordan Perry. They force him to use the ooze to mutate a snapping turtle and wolf, which are given the names Tokka and Rahzar. They grow big and very strong, but have the minds of babies. Anyway, Shredder wants to use them against the turtles. And um, there's this pizza delivery guy named Keno, who knows martial arts, and learns of the turtles' existence. When the turtles go out looking for a new place to settle in the sewer, Raph leaves them to hunt for Shredder and the Foot Clan, and gets some help from Keno. Raph gets captured, but Keno escapes to tell the others where the Foot's new hideout is. The other three go to rescue Raph, which they do, though they lose the fight. But they also rescue Professor Perry, who comes up with a plan to help with the next fight. And I guess I don't want to say any more about the plot, except that part of the final confrontation takes place in a nightclub where Vanilla Ice is performing. I actually kinda liked his Ninja Rap, though it's nowhere near as good as "Turtle Power" from the first movie.

Anyway... hmmm. I feel like I probably saw this in a theater when it first came out, but I'm not sure. It may even be that I saw this before the first movie. I definitely don't think it was as good as the first movie, but I still found it reasonably enjoyable.
